Yes, this is normal, and happens on all servers. After a reboot, you will see some or all services failed or restarting within the first 15-30 minutes of the bootup process. Technically speaking, this is because chkservd (the internal monitoring system) starts before the system services services start up, so it thinks they are down and attempts to restart them.
